If the wipers are delay type wipers the control board maybe bad. You can replace the board by taking the front off of the wiper motor and unplug the wires. In addition you might want to check the fuses and make sure the wiper fuse is not blown out.
Replace the wiper motor. The module is built into it. And it has lost it's park position.

The service engine light you refer to is telling you you have a problem with the computerrized engine control of the car.When the light comes the computer stores a numerical code that can be retrieved with a scan tool or code reader.If you are not experienced with diagnostics you need to take the car to a mechanic,because sometimes a code can fool you and you can change a good part.An example of this would be reading a code that the oxygen sensor is reading a lean condition setting the light on. but the real issue is a bad fuel pump not supplying enough fuel to the engine. On the code alone you would be inclined to change the sensor when it was not the problem.

This has happened a couple of times on my 1999 Pontiac Montana. Here's what I did to fix. Open the hood. Remove the shield over the the wiper cam mechanism on the passengers side. This is easy to access. Road salts and other dust and dirt gets in there and causes the sticking problem. Spray WD-40 in between the parts. Get in there with that little red spray straw and saturate it good, flush junk out. Get in the car and try the wipers. If I remember, you might have to manually place that little knob or lever on top of the cam in the opposite position to get it to resync, but try it first. Be sure the wipers are off when you're spraying the WD-40 so you don't injur your hands. I've had to do this twice and it worked both times.

Need to check to see if the blower motor is running.If it is,but not threw the vents,most likely a vent door actuator motor.The actuator motor in this case would be bad,it is hard to get to,unless you are mechanically inclined,You can do it your self.If the blower motor is bad,just replace it.Check fuses first,and the blower relay.If I can help,let me know.

The wipers are stuck because the wiper motor is not operational. Start by checking fuse for wiper motor. If fuse ok, wiper linkage may have a seized pivot. You can try turning on the wipers and pushing on the wiper arm to see if the motor will move the arms. If not I would suspect a wiper motor or power supply to motor problem
