You are on the right track in replacing the fuel filter. Not enough fuel is getting to the engine. It could be a number of other things ... bad fuel pump or dirty injectors to name a couple. The link shows how to check fuel pressure ... which would tell you if the things like the pump are bad.
Might try some fuel additive injector cleaner to the gas tank to see if things improve ... relatively easy.
If it is the fuel pump or other fuel supply problems ... those are harder to fix
if its not under the car in with the fuel line its in the tank if its in the tank it does not get replaced without replacing the fuel pump but i wanna say its under the car in the medal fuel line.toward the rear of the vehicle.
The fue filt on the taurus shoud be just about under the drivers seat on the frame. you need some small wrenchs 10mm to loosen clamps that hold tubing to the frame and the tool to remove ford fuel filters. $4 or $5 at advanced. The brake light should be behind the felt lining in the trunk. Turn the socket and pull it out then the bulb just pulls out.
With the vehicle in NEUTRAL, position it on a hoist. For additional information, refer to Section 100-02.
Release the fuel pressure. For additional information, refer to Section 310-00.
Disconnect the battery ground cable. For additional information, refer to Section 414-01.
Remove the fuel filter.
Push the release buttons and disconnect the fuel tube quick release couplings from the fuel filter.
Loosen the clamp.
Remove the fuel filter.
CAUTION: Make sure the fuel tube clicks into place when installing the tube. To make sure that the fuel tube is fully seated, pull on the tube. To install, reverse the removal procedure.
It would be either under the hood on passenger side It would be a metal canister looking deal that has clips that hold it together. You should remove fuel cap to release any pressure. Also it is a good idea to look on your fuel rail and there should be a little valve that releases fuel press. You should use a rag on top of it so it doesn't spray.
Some of them, I don't believe you model does, but some have the filter in the fuel line under the car by frame. Just follow the fuel line and you will run into it. That type would have nuts on the lines to hold the filter in place and you would use a wrench to loosen it
