CEL lamp stuckon? CEL lamp dead, HC to high, NOX too high, tank test fail, (vents leak) and in USA the do 2 tests on load rollers at 2 speeds, which speed fails? or both do? if in USA we run Three way CAT, up in canada? some do , others dont. so no country stated. that is it , in a nut shell, or post the CHIT. (CHit is the paper they handed you)
here is a G16 suz, engine failing smog. see the circle? see speed on left. bingo?
if in calif, they can fail you, in step 1, called the visual, (no sniffer, no rollers, nada) they see missing parts, fail, they see illegal parts or hacks , fail. see? just a look and you can fail in calif, so next time post country or state or if in canada.
storms are (where) sold all over the N.America /canada.

Hard to say as to why it did not pass, but it sounds like you have a problem, most emissions are caused by too much hydrocarbins coming out the tail pipe, new cat converter,

If the cat was doing anything, it would smell like rotten eggs.
If you have raw gas smell, use caution; you have a leak somewhere in your fuel delivery and you could see flames eventually.

you may have turned too many rmps and warped a piston which would cause the piston to actualy hit your valve, or while turning too many rpms you may have caused the valve to "float" which would mess it up

undo the struts, remover cv joints from the tranny, disconnect the transmission linkages and drop tranny out the bottom of the car
