The problem you have is a bad clockspring . There's a recall from Chrysler that you can check @ this link http://www.chrysler.com/en/owners/ .
On the right side of the page you can see a link " recalls " , just enter the last 8 #s of the vin and check if the recall still open . If you never did this recall just take it to your local dealer to have them replace the clockspring on your mini van FREE of charge . Hope this help.

Hi my grand voyager se 3.3 has lost it's mind. my cruise and horn dosen't work. The abs and airbag light is on. When it warms up the transmission will not change gears. I have changed the output speed...

I'd check those issues one at a time. Note the horn wiring diagram. I got the horn diagram because it is simple. The fuse is hot all the time, not only check the fuse, use a test light and check voltage at the horn fuse. The fuse and horn relay should be in power distribution center under the hood. If you pull relay and use jumper wire between terminals 30 and 87, with terminal 30 hot all the time, the horn should sound, If it does, problem is on control side of horn relay, left side, has to have voltage and ground. Top wire is voltage, bottom wire is ground. The wiring in steering column--clockspring--horn switch are all part of ground for the control side of relay. If the steering wheel has an airbag, have to disable and be careful with it when testing horn wiring circuits in the steering column.
Granted, your other problems maybe more involved? Check for applicable trouble codes

1999 grndvoyager horn stopped working and airbag light came on same day??

You are going to need a new clockspring. This lives under the steering wheel, and allows the wheel to turn and maintain electrcal contact. Not too hard , but you will need to pull the steering wheel off

Have a 1992 Plymouth Grand Voyager Horn goes off at times on its own and steering feels funny and making noise like a clicking noise think may have heard clicking noise for awhile just didn’t know where it...

Your steering column is worn out inside... I had a ford truck that had a similar problem except that the cruise stopped working and the horn stopped working ... some of these parts can't be fixed.. they need to be replaced.....the bushings (spacers) inbetween all the moving parts get worn down and stuff starts touching other stuff and nothing seems to make any sense....

I have a 2000 grand voyager the horn and cruise control do not work and the air bag light is permanantly on

It sounds like your steering wheel clockspring assembly has failed. It is what allows the steering wheel to rotate while having wires go into the wheel. Wires to all 3 of your problems run through the clockspring. It is an expensive part, but it is almost certainly the cause of these problems. If you intend on replacing it yourself, be sure you either know what you are doing or get good instructions. Also, you will probably need a steering wheel puller (which you can probably rent from your local auto parts store (advance, autozone, etc.)).

Hope this helps!

The cruise control and horn do not work

It sounds like the "clock spring" in the steering wheel is bad. It makes the connections for those items on the steering wheel.

Horn stopped working about two weeks ago. I'm up

mine did this and i noticed sometimes would work then not more i payed attention horn only worked in straight a head position (steering wheel) when i turned it quit does your do this?
If so remove the cavers that are behind the steering wheel and the trim for guages and radio (this one first steering covers next or youll break'em - i did) carefuly remove turn signal switch and very very carefully dissamble there is a littl brush that has a spring behind it (brush is round) it touches a rind on the steering column that allows the horn to sound. I streched the spring a little ot push the brush out farther ofr better contact.

My airbag light and horn not working on my crysler voyager 1997

hey guys with problems with the air bag lights on and horn not working in Chrysler Voyager...

this is the problem with the steering wheel clockwork spring. The connector that brings the wires from the steering wheel instruments (hord, airbag, cruise control) and takes it through the steering column to the car body but allows steering wheel to rotate without breaking the wires. The dealer should have adivised you that there is a life long warrantly from manufacturer of this part. There was a recall notice issued by Chrysler in 2003/4 to bring in car for replacement of part if the Airbag light came on. I got mine done last year under the recall.
