Impala's are famous for ignition issues, are the interior lights of your dash coming on when you want them, or just by themselves? The clicking after you turn off, I would check the security system, i.e., remote clickers, cars computer, key chip, ect. Sound like your alarm is attempting to engage
The clicking you hear is likely caused by the front drive axles having a worn out CV (constant velocity) joint or it has lost its grease due to a torn rubber dust seal boot, this will be the outside CV joint, there are 4 CV axle joints total, 2 on each side. Any front end or tire shop will look at this for free in most cases.
it could be either, you need to trace noise before it warms up,the only exhaust that will make that type of sound would be a exhaust manifold leak,if the noise is the top half of the engine, take a long extension and touch along the valve covers and hold it to your ear, just touching your ear.
you may need some power steering fluid or it could be a computer fault. the clicking was a low battery not being able to turn the starter motor but it should not effect your steerin. try some fluid first if that doesn't work take it to a garage. it could be something simple like a loose wire.
