i would have to say to check for a relay in your fuse boxes for power steering pressre switch or it may have its own police pkgs have a lot of relays due to all the extras

SOURCE: 99 crown vic wont crank when i turn the key

Turn key to the run positio, Press on your brake and run your shifter through the gears a couple opf imes then try starting in neutral. This is for the benefit f the neutral safety switch. If still nothing , Raise the hood and and check the battery for a bad or corroded connection. If all is good, make sure car is in park. There is on the driverside fenderwell a relay that looks like a mine Roun With two small terminals and tw large terinals o opposite ides.. When you turn to crank, you put cirrent to one of the small ter minals and that causes the two large battery cables to connect and give power to the starter. If you can jump the battery side cable and the starter side post the starter will crank if nothing is wrong withe the starter.the two large posts. Use a jumper cable,NOT a coat hanger, iF THE STARTER SPINS THEN START IT WITH THE KEY. Good Luck.. Any more help let me know.

YOU GETTING INTO LOT OF DISASSEMBLY TROUBLE YOU HAVE REMOVE WHOLE DASH AND TO GET HEATER CORE YOU HAVE TO REMOVE WINDSHIELD WIPER MOUNTING ARM AND THE PIVOT.SHAFT.YOU HAVE REMOVE ELECTRICAL CONNECTOR.YOU HAVE TO REMOVE UPPER COWL EXTENSION SCREW AND THE EXTENSION.REMOVE VACUUM HOSES AND THE WIRE HARNESS CONNECTOR FROM THE EVAPORATIVE EMISSIONS CANISTER PURGE VALVE NUTS AND THE VALVE.REMOVE COWL SIDE NUT.YOU HAVE TO REMOVE RIGHT SIDE REAR FENDER APRON SCREWS AND REPOSITION THE APRON.REMOVE EVAPORATOR HOUSING NUT AND SCREW.YOUR HEATER CORE INSIDE EVAPORATOR HOUSING YOU HAVE TO REMOVE HEATER CORE FROM THE RIGHT REAR OF FENDER FROM EVAPORATOR HOUSING.YOU HAVE TO REMOVE DASH TO DISCONNECT HEATER HOSES, REAR AIR DUCTS,REMOVE EATC CONTROLLER AND DISCONNECT OTHER ELECTRICAL HARNESSES YOU HAVE A BIG JOB.GOOD LUCK.YOU WILL NEED A REPAIR MANUAL TO SEE INSTRUCTIONS.

Yes. You need the ecu that came with that engine. Did you switch intakes? The f 150 4.6 has a taller intake and I believe the stroke is different. I would switch the throttle position sensor too.

I put a 2003 transmission out of a crown vic into a 1998 crown vic then wired the vss into the output shaft sensor little did i know that made my speedometer reading double how can i fix this will swaping...

I doubt it.
The computer for the 2003 would not follow all of the wiring patterns in the 98 harness not to mention the chip would be different.

buy a cheap volt meter check voltage on both sides of the starter seleniod on the fenderwell if you have 12 volts on both sides while cranking test voltage at starter if you have 12 volts at starter with fully charged battery and it doesnt start you will need a starter it also sounds like you might need an alternator once you can get it started

2003 Crown Vic Misfiring after acceleration

I just came up with that exact issue in my 2003 with 98K police crown vic. And the last time I had this issue in a 2001 police Crown vic it was the crank shaft position sensor. A $20 part and about 30 mins to put it in. located near the bottom of the engine. I had to un bolt the A/C compressor and push it out of the way a few inches to get to the sensor. If you have about 100K mile on it and its an idled heavy police car, this sensor should be changed out anyway. It can leave you on the road dead and some dealers have a hard time find out whats wrong as the OBD 2 does not see it as a problem when it goes bad or becomes touchy as I think mine is.
