Usually because the air suspension system has a leak, most often it's the rear air springs (air bags).

1997 Buick park avenue heat will only comes out of the dash vents need to get the defrost to work on

that is a classic case of , MODE damper failure.
on the heater box of any car,
it has damper and motor actuator to run it.
most cars this is just a bad motor drive here,
there Are
MODE
blend(aka temperature)
fresh/recirclute , damperdoors.
at the least.
the service manual covers all this. and all tests here.
some folks in a pinch find the mode motor and force it by hand to defrosted mode, even removing the motor actuator to do that.
a STOP GAP action."solutions'

the dampers are just doors on and axle hinge that can be hand turned in a pinch.

the motor may be vacuum or electric motors or mix.
the vacuum type are called, servo's
and are huge pain to test lacking my hand vacuum pump./

99 oldsmobile silouette Defrost blows cold but face blows hot

band damper motors (actuators, servo's regardless type)
you already now the heater core is 180f + hot.
even touching its 2 lines at the fire wall proved that
and OBD2 scans show ECT reads 180F so engine side is good
so then you fail to know the days has what is called heater./distribution air system.
that huge box of damper there that love to fail
even the service manual covers this.
mine even shows removing the damper motor (vac or electr)
and turn the damper hinge rod by hand to prove the damper door is not stuck if not stuck heat flows, hard. to one of many outputs called MODE dampers.
we then test the mode dampers. see why it fails.
all this is under the dash keep the hood closed or go broke throwing part not bad.
the SM service manual on line shows chapter HVAC
and covers every test to do , in all Chrysler products.
oops I see old vacuum servo motors here , actuators modern name

bad controls or bad servo's or even fell off vacuum lines
I see 2 motor servo's too, temperature damper DC motor
and mode, motor drive. called electric inlet actuator.( is Recirc )
and and AUX motor damper drive.
found the hybrid schematic for this car, the whole thing vac and electric.

ONE CAN WATCH EACH DAMPER MOVE OR RUN THEM BY HANDS
AND EASILY PROVE WHICH OF THE 5 FAIL.
SENSE HOT AIR IS ON THE LEFT THERE
WE KNOW KNOW VACUUM SIDE IS BAD, HE DAMPERS, STUCK
THE SERVO BAD, OR THE CONTROL PORTS TO IT ARE BAD.

EVEN A VACUUM LINE FELL OFF OR ROTTED OFF. 23 YEARS OLD

Center vents operate onky on igh and defroster and foot well flaps inop

that is a statement in fact but what is the question.
DIY or what? who to diagnose cars, or just want a wild guess.?
bad HVAC, heating and air conditioning system.
Those are damper controls.
and they are failing,.and on all cars the answers is the same.
the FSM covers this, got one(factory service manual, 2001 LC)
DIY,
Thius car came with front and rear HVAC systems
ill guess front unit.
one of the most complex on earth (cars) RTM and see,!

1: controls not sending damper commands right.
be it (vacuum , cable or electric)
2: commands not reaching dampers.
3: stuck damper, or damper bad, bad sevor, or damper motor.
or if cable the cable fell off.
some cars use all 3 damper types. Vac, cable, electric motors.

get it serviced, or get the FSM and read the HVAC chapter.
all answers USA, nobody has ever said here, what country and
cars do vary greatly by country , big time.
so.... ill look the USA online page, for this car, alldata.com
ok back ....
its has 3 damper motors , all electric and expensive and hard to test
in the TOy dealer they can SCAN it and cycle parts by hand,.
that tells them what is bad.
in the FSM, it may show how to test the motors with out a scan tool.
Many dont.
each motor , (unit) works different in each car, so there is no way
tell you a test. by hand.
on my car the FSM has bench tests. or the motors.
here is your system.
the 3 red X are the motors.
the center is the brain.
making my 3 step tests, true. above.
bad input to controller
bad controller (nah)
bad damper. or its stuck.

Fan motor does not run when engine is running, when engine switch off then fan motor runs, why?

The car is cooled by the water pump pumping the coolant and the movement of air through the radiator the fan is on a thermostat switch so it cuts in if the tempreture rises, the ignition turns off the water pump so as the water is not moving around the engine the temp rises the fan cuts in as to not damage the engine.

Front defrost not working

as always, check fuses first.
then scan this car, it will show, mode motor errors. huh?

those are damper. in the heater box.
there are 2 fail points (besides wires)
the control is bad,
or the damper is failing.
The FSM covers this 100%
or at alldata.com

what tech does is makes sure the control sends the signal
the damper (there are 3 types used on all cars)
if its damper motor , the FSM shows the damper tests.
which are unique to Toyota. and a spec, year, 2006.
the mode damper is failing.
the only question is why,
the answer is simple tests. detailed in all FSM of all cars made.

here ill look your up to see which of the 3 type class it is.

your car has a ACC brain, a/c controller, this controller runs the show.
it gets your inputs from the defrost switch and then sends signals
to the mode motor.

FSM quote

Air Vent Mode Control Servo Motor ControlWhen the mode select SW is pushed, the ECU in the A/C control assembly activates the air vent mode control servo motor.
The servo motor rotates to the position (FACE, BI-LEVEL, FOOT, FOOT/DEF, DEF) selected by using the mode select SW,
and moves the damper.
In auto mode, A/C control assembly controls the damper to move to the best position for the conditions without operating the
mode select SW.

I SAY SCAN iT
using any scan tool that suports full Toyota. full scans including
extended factory codes..
i say buy one.
here is one.
http://www.amazon.com/gp/product/B001QIUGVI/ref=oh_details_o00_s00_i00?ie=UTF8&psc=1

owning complex cars, and DIY, you need a real scan tool
or just guess.

Blower motor works but no air out of vents

that means the dampers are failing.
cause by.
1: stuck damper. or stuck damper motor, or actuator.
2: bad controls. to the damper actuators.

the FSM covers this, read the FSM.
see chapter HVAC.
it shows all steps to do.

TJ 1999 here
http://www.jeep4x4center.com/knowledge-base/index.htm?utm_source=cj#service
page 35 on.
this car has vacuum controls and blend door motor.

In cold temp, heater motor do not run

you mean low heat. at all ducts with full fan speed and blows hard,
here is the correct order.
1: engine at 180F or more holding, a absolute must.
2: fan runs at full speed on HIGH, (sounds like it)
3: fan actual blows (felt) at full speed, to any vent, try all vents.
4: now heat, will happen, if not, the dampers are closed or wrong.
damper can be complex on newer cars,they have motor controlled damper servos';

is this just blower fan dead? problem. on high, if yes say so.

Air won't blow through rear roof vents

this is called the axillary heating system option (got that?)
and is a totally different system from front, (standalone)
they run hot water to the rear of car. an amazing feat.
via the A-pillar left. (usa LHD)
first check all fuses. (the endless statement)

it's a bad damper, stuck or bad damper motor.
we call this HVAC, distribution failure.
all cars have dampers.
only how they move , varies by maker or year.
most honda use damper motors. (yours does)
you push a button (rear ) and the damper moves and bingo
heat to rear.
THE FSM covers this is vivid details. and tests.
get one at helm or off fleabay used.
or try alldata.com

my online source is weak on this subsystem.
the FSM covers it.
it does have 2 blend motors.
id make sure both work right
if not, fix that. (the fsm covers these tests,) showing
how to apply power to the conn. and test it.

the front and rear work simular but are 2 systems.

A strange sound from inside the dash over the glove box 2 minutes after you turn off the ignition

my wild guess. is damper motors resetting (retracting)
use a rubber hose to ear or any $5 stethoscope to find object
then post object real name or finger pointing to said object here.
in a photo. post that, eg: see finger here, this makes noise ,why.
or its hopeless, ,
there are some sounds that are normal on all cars keyed off
1: EVAP tests, done, key off, EPA tests. (i have such a car)
2: RAD fans keyed on, after parked, and coolant temps rise fast.
if HVAC is making noise, its most likely , damper motors, sticking and then resetting under spring pressure.

ive spent long hours tracing noises, only to find them normal.
but , first find the object. for sure, no guessing .
if not DIY person get help (any ASE shop)
if are DIY person ,get the fSM , and now you know what part is which and its NAME. so we can talk , in details .

i looked for 1sec on alldata.com and the top right of HVAC system assembly top right is electric actuator. (USA car)
1min more. there are 4 motors. ouch
REcirc
MODE
BLend pass
blend driver side.
complex, yes. (id ignore it , until it smokes or fails)
8hr labor to remove it to inspect it, dash all off. dig?
