The VSC uses the brake system to function. So if the regular brake system is not working correctly the VSC will be disabled.
The brake warning light is for the parking brake as well as the hydraulic brake system. So it could be low on brake fluid or something else.

I'm not sure about the Lexus, but Nissan and other vehicles with the VSC usually will be on until you can drive on a straight road for approximately 2-3 miles without stops and about the same speed during the reset process. The interstate or some type of hwy will reset this light once the vehicle has learned the Vehicle Stabilization Control in which is learned by the way you drive and enables the car to have stable control. how to solve the problem of p0031

The check engine light ,trac control light and VSC light are on. Does this normally represent a serious problem on a 2004 toyota solara?

My 2000 Lexus GS 400 just had the VSC/VSC off light and the check engine light come on. I would have to push the accelarator peddle all the way down to get it to go. Took it to the Toyota dealer and the code pulled up as the Throttle Position Sensor was out. Purchased one and having it put in. Will update if this fixes the problem.
