The turbo does NOTHING to make the car start. A turbo only adds oxygen to the intake during acceleration or at speed. The car should start unless there's another problem.

My 2003 Saab 9-5 Aero 4-cyl Turbo Won't start. However, I have power in car, lights windows and radio works. But it won't turn-over. It could be Starter or Starter Relay. I can't find out

Ok, those systems might still work because the not require as much energy as the starter. Check the Battery Voltage with a good Voltmeter. If below 12, there might be your problem!

Key turns fine. Car won't turn on. Won't even crank. Sometimes pushing key further into the ignition switch with a bit of pressure helps. Battery is one year old.

What you are saying is the key switch is worn out, and there is a separate problem with the engine performance.
Either an import shop or the dealer are your options here.

Car will turn over but will not start without putting jumper cables to it like it is out of gas . how can i fix this.

Have the charging system, battery and the starter checked. If the battery is weak it won't be able to supply enough power to turn the engine over and power the other electronics at the same time. The same is true if the starter draws too much power. When you jump it you are giving enough power to overcome the problem, this will come to the point that it won't start at all.
