The brake cable may have stretched and isn't completely releasing. Or the switch under the handle isn't hitting the brake lever, maybe a pen or something under it ?

Sounds like you might have a caliper that is stuck and is not fully disengaging. If it is in the rear then you may have a bad rear caliper. Twoo things you can try. One is to crawl under the ca and adjust the tension two nuts on the emergency brake line. If that does not resolve the problem then remove the back tire and try to spin the drum or rotor whichever you may have. If it does not spin then try adjusting the e brake cable more if it still does not respond then you need to do a brake rebuild. Also does it pull while it is dragging? If it is then you will need to rebuild the brakes no matter what.

Are you sure there isn't a relay still in the dash, Honda has quite a few relays in the dash, are you sure you didn't miss one , go back and take a good look at the dash for relays, good luck.

Yes,try pulling up the brake pedal with your hand,see if the brake lights go off,if they do,or they do not,the problem will be with the brake light switch on the brake pedal under the dash.

There is a blower motor under the dash, behind glovebox. Loosen 3 retaining screws holding motor housing, drop motor housing and blower motor unit. Replace blower unit. The problem involves the blower resistor. This piece must be replaced but might be easier to replace the entire blower motor unit.

There is a switch on the brake pedle its self if the switch has died in the closed position it will think your on the breaks and turn the lights on. A easy way to chek this is to climb under the dash where the pedles are and discconect the switch and your lights should turn off. You should be able to pick the part up at your local auto parts store or junk yard if you want to.
