SOURCE: windshield washer pump wont work
The inside fuse panel is located on the passenger side center console. The other fuse block is located under the hood on the drivers side.

The fuse to your washer pump is shared with the wipers themselves. If your wipers work, then your pump should. I just had the same problem. You can replace the washer pump for $20. It's located behind the front passenger's side wheel well. Just remove the passenger wheel and wheel well covering to access the washer tank, and the motor. The pump pulls off, after removing the electrical plug and fluid line. When you pull the old pump out, the washer fluid will gush out. If you want to save any of this fluid, you may want to find a cloth or something to stop the flow. The new pumps snaps in quit easily.

You have a motor for the front and rear washer. Check the fuses. If the intermitted wipers does not work, there is a relay under the dash near the steering colum that needs to be replaced.

Had the same problem with my 2001 330ci. If not used frequently the pump will get waterlogged and allow fluid to seep into the motor. I was able to disassemble, clean, and rebuild my pump but I would recommend replacing it, it is not expensive at around $20-30 and easy to change.
The washer pump is inserted into a hole on the washer tank itself. It is an interference fit so it will pop out. If you have significant amount of fluid in the tank it will leak out of the hole. There should be one hose connected with a clamp and one electrical connector. I believe there may be a plastic shroud covering it which needs to be unsnapped.

Fuse 113 which is a 30A fuse controls the front wiper motor and washer pump. You can also download another copy of the owners manual from Ford at https://www.fleet.ford.com/maintenance/owners_manuals/results.asp . Hope this helps.

you know that spout you pour the fluid into—the one that disappears into nowhere? Well, the reservoir is actually 
located inside the front fender between the bumper and the front wheel.
To replace the pump, you will have to jack up the vehicle, remove the front wheel and then remove the inner fender liner.
