Why does 1998 jeep Cherokee not run unless gas tank is at least half full?

2.5L or 4.0L? engine.
ever do a full service on this car , with a fuel filter.
or wrong gas cap, does car run ok cap off? or loose?
ignore cap off DTC errors. EVAP errors when done, ok?
start with basics.
then check fuel pressure, with a 1/4 tank, is it spec pressure with that brand new filter? yes/no.

the filter is part of the top of pump at top of the FP reg. in tank.
that be how its done. no need to guess. at all.
in this case, the pressure test is after, the cap checks.
the wrong cap will have a missing, cap vacuum breaker this cause
the pump to fail (it cant suck in a hard vacuum at all, get a new cap)

FSM spec, a the fuel rail for pump pressure,
Start the vehicle and note the pressure reading at idle which should be 31 psi (214 kPa).

if the car stalls with 31 PSI pressures , its NOT THE PUMP.
easy huh? just one tool and bam ,hard cold diagnostic facts.
evidence.
the tool can be had for $20

try pulling the plug out on the idle air control valve then start it if thats not it try the map then the idle control

SOURCE: 1993 Jeep Grand Cherokee gas gauge reads empty but tank is full.

Fuel level sending units are known to go bad on these.

Disconnect and replace fuel filter.With filter disconnected have someone momentarily turn key to on position to see is fuel pump is working.Make sure you have lots of rags,a drain pan and safety goggles on

Rough idling

When my Grand Cherokee was having similar rough idling problems, I replaced all the plugs and replaced all the ignition and spark plug wires. I also put in half bottle of fuel injector cleaner in gas tank (full, as recommended). I had both immediate improvement in power, smoother idling and my gas mileage went up 2mpg (approx).

Check for Evap Codes

Failed Evap Vent Solenoid-- most likely

Have to smoke the system & test the components,
unless you can find a diagram of that solenoid & want
to chance the price of a part & maybe not fix it, because
of no component testing.

Could remove it & test it

Where is the fuel pressure regulator located

If you have the 4.0L engine, it's on top of the gas tank. I think you have to drop the tank to get at it. Not a bad job unless you've got a full tank of gas.

I am changing the fule filter in the gas tank on my 1998 jeep grand cherokee. auto zone says and sold me 2 filters and i can only see one on the bottom of the pump where does the other one go

I can't remember when they changed the design but the other filter should be in the unit above the top of the pump unit (combination filter & pressure regulator) Unless you have the filter that is in-line which should be in the fuel line near the tank. (pretty sure you don't have that one).

I need to get the bad (old) gasoline out of the tank, but can't insert a hose into the tank to siphon it. How do I get the bad gas out?

How much bad gas?
If you have a half a tank or less put cup of paint thinner in the tank,fill it up w/good gas, you should be fine.
Make sure the thinner is in the tank first,or it will just lay on the top of your gas.
Now if you have a full tank of bad gas, do this:
On the passerger side underneath I believe there is a gas filterjust behind passenger front seat, Remove filter you need a new one,put a hose on the line, turn on ignition and pump it into a very large container,
replace filter, put new gas in

it is in the gas tank.the tank has to be removed unless there is an access plate under the rear cargo area or under the rear seat
