Hi Fred Jesse,
There are a number of things that you can do to diagnose your situation. Just to make sure, you said you changed the fuse...correct ? Do you have a multimeter and knowledge of how to use one ? Sometimes fuses look like they may be good but, the link itself may be broken where it is not visible. A quick continuity check of the fuse can determine if it is good. If it checks out good(while not installed), then we can proceed to the next steps.

If it was an AUDU/VW I would be sure it is your crankshaft position sensor not working. In this instance there is no problem checking that too. Check if you have a spark at the plugs. If ypou don.t have then your fuel pump wont come on.

Sluggish and check engine light on

Any number of things can cause this problem.

First check your fuel filter is not clogged and the fuel pump is working correctly. Check that your fuel injectors are not clogged.

Check your oil level and make sure it is not black or smells burnt.

Check that you are getting good spark at the spark plug and if you have not changed you spark plug wires and plugs after several years, now is a good time to do so.

Also use a reader to get the code. It may point to a faulty sensor such as an oxygen sensor that may be needed to get the right mix of air and fue. Autozone can do this free of charge for you.

1999 range rover se changed fuel pump, truck still wont start, relays and fues look good.

why you have replaced the Fuel pump? who advised you to do so?
be guided as follow 1. on the Engine Side on the top there is a fuel rail for the injectors. turn the ign. key to the second position (on) and check the valve located on the fuel rail if fuel is coming pressurized and still won't work. then open on of the spark plugs wires and check if spark is there. (Be Careful doing that). if no spark then is there any message comes up on the Dash? if not messages then you can check the Crank Sensor if no current being generated from the ign. coils.

95 camaro, new opti,new plugs and wires. No,spark,no fuel.Car cranks over fine. Security light goes right off. All fues are good. Brand new relays.

How have you verified no spark/no fuel? Did you check the ign module and coil packs,have you pulled the fuel rail and cycle the fuel pump to determine no fuel?

I have a new fuel pump but my car still wont start why ?

What makes you think its was the fuel pump in the first place .
What about the spark /and the plugs/and the coils/and can you hear your fuel pump working when you turn on the ign key,can you hear a motor running in the fuel tank, if not then take off the feed pipe to the engine and get someone to turn on the key and petrol should come out ,if not either the pump isent pumping owing to no power to pump /fues/broken wire to pump/or fuel filter needs replacing .
If you can hear the pump and fuel comes out the pipe from the tank .and the injectors are ok then check out the plugs for spark/ take out 1 plug and put it in the pluglead and lay it on the engine and spin it over if a good blue spark then you have no problems with that side of it
but it will be 1 of the 3 things.. Let me know how you get on Ron
