The short answer is that it is not bolted on and it isn't meant to be removed. The vehicle is uni-body construction, meaning that it is all welded together to form a unit structure and anything that changes the structure could be life threatening. To get the outer sheet metal off you need to take out the interior trim and covers to expose the welded structure. The spot welds can be drilled out with a spot weld cutter. Not a job for most people. If it isn't welded back in place correctly, it will affect wheel alignment, rear door sealing and worst case the rear suspension could fall out on the highway. I suggest only a trusted body repair shop handle something like this.
Lift the car on lift and remove right tire . Remove front engine mount on the timing cover. Remove timing cover. Align the top timing mark on camshaft to the mark on back cover. Crankshaft will align automatically. Lose the belt tensioner and remove the belt.
I will suggest to replace the water pump and the seal on the camshaft and crankshaft. Install the belt and turn by hand crankshaft twice. make sure the marks align again. Install the cover, mount,serpentine belt.refill coolant. Bleed the system and run the engine till warm and radiator fan start. Cool and check the coolant level again.

Yes, the crank pulley has to be removed to access the timing belt.
The plastic Wheelwell covers are held on with 10mm bolts, the actual metal wheelwell is welded to the subframe, firewall & core support and can't be removed.
To easily change the timing belt you have to put a floor jack under the oil pan (i recommend using a block of wood between the jack & oil pan to prevent damage), remove the Upper Motor Mount on the Right side of the car, and then use the jack to raise & lower the engine as needed to access each bolt.
You have to jack it up and remove the underboady engine cover. Lower the vehcile and open the hood remove the engine cover. Use the jack to support the engine for underneath. you'll need to remove or swing the top passenger side engine mount. back off the tensioner from the belt. Auto Zone, Advanced Auto rents a tool if needed. Now you can change your belt!
a little harder than the use of a hoist,but you need it up in the air,putting the stand on the pinch weld behind the right front tire,you only need that side up,remove the wheel,and the engines pulley plastic cover ,that will give you access to the pulley with the automatic tensioner on it,it is spring loaded,

This is for your timing mark...it's been pushed or bent in the way. It's might be spot welded to the cover. GENTLY move it enough to get the belt off/on.
