When on the road it cools back down to normal, what could be the problem
It sounds like your cooling fan(s) are not working. Most vehicles run the cooling fan full time when the A/C is on so that air is always being drawn through the condenser. If the A/C is not on, then there is a coolant temperature sensor that should activate the fan(s) when the temperature reaches a specific temperature. It will cool down when the vehicle is in motion because the forward motion of the vehicle forces air through the condenser and radiator assemblies. You need to check the fans and the fan circuit for problems since they don't seem to be working in for either A/C or temp sensor.

Does your engine temperature guage read normal? Have you checked your coolant level? This can be the result of a partially seized thermostat... there is also a valve in the heater core lines that can seize partially closed. As the engine speed increases, the water pump can force more water through the partially closed component.

the air conditioning system has most likely drawn moisture this is not good take it to have the system recovered and a new restrictor valve put in. leak checked and recharged

Your A/C unit is low on Freon, or you have a bad pressure switch. Turn on the Air Conditioner, with the engine running, & put it on Max. Open the hood, & see if the compressor is spinning. If it is not, then you need gas. You can buy refill kits at a local Walmart. If you have a leak, it may be a wasted $30. That is what I paid for a 22 oz. can of R-134A Freon. I had a dealer regas mine & put in a dye that they can find leaks with a black light. It may be cheaper in the long run. My drier, in front of the radiator has a leak. It will cost $460. to replace it.

Is it just the gauge malfunctioning? A poor engine ground could cause this. If in fact it is overheating, I'd try replacing the thermostat first.

Check to see if your radiator coolant fan runs with the A/C on. It should run constantly with the A/C on, and even with the A/C off the fan should come on when the coolant reaches 220 degrees or better and stay on until it cools down below 200 degrees.
The problem is that you're not getting enough ambient air through the radiator.
