First I recommend changing spark plugs, air filter, and change the oil & filter. If these are dirty or fouled up it will kill your millage and help to fail smog.
You can reduce both NOX and CO emmissions by adding denatured alcohol to the gas tank. Run it down to a bit under 1/4 tank and add 1 1/2 gallons. It makes the engine run a bit rough, but really clean.
If you still fgail SMOG then you need a new catalytic converter.
I used to "trick" my 86' with alcohol, but just rebuilt the engine so I put a new Cat on it. It passed emissions with WELL BELLOW numbers.

Good luck.

have you had the the engine codes pulled and reset?
and if so what are your engine codes?
i dont know of any car that will pass emissions test with the engine light on.
we cure your trouble that caused your engine light to come on and you will pass your test.

Not sure, but did you replace the oxygen sensors. Is your catalytic converter still good?

I have a 93' Ford Taurus that failed emissions

run the fault codes to find the faulty sensor
sensors that control the exhaust emissions are the HO2S ( heated oxygen sensors in the exhaust manifold/s
the O2 sensor ( oxygen sensors after the cat converters ) and the EGR unit that recycles exhaust gas back through the engine to re-burn the gasses

What makes my HC and No (PPM) read so high on my emissions test

hi.
there are any number of things that could cause this, most of which need a computer diagnostic test to find and remedy.

the most common cause is also the simplest and cheapest to fix.
a dirty air filter will cause HC and NO readings to be high.
change the air filter, even if it looks clean. it is a cheap part and easy to install.
unless you have changed the filter in the last couple of months, do this first and take the car on a 40-50 mile run to clear the engine. then have the emissions checked again.

if this doesn't work then you will probably need a computer diagnostic test to identify the problem area.

hope this helps

1989 Toyota 22re fails California Emissions Test. Rebuilt the engine 20K or so miles ago. Has passed most tests with just a little bit of timing adjustments. At 15 MPH, (1670 RPM) HC measures 153...

HC is hydrocarbons or unburnt fuel.(raw fuel ).NO no such gas measurement.did you mean CO this is carbon monoxide or incomplete combustion.(all the fuel is not being burnt).if you mean NOX this is nitrates of oxide and is related to a heat problem.(motor running hot,bad catalytic converter).its probably getting too much fuel and not burning it all, possibly tune-up problem, carburetor(if it has one),bad fuel injection system(dirty injectors),computer(if it has one)may be getting a wrong signal.these are in reference of high HC and CO.for high NOX cooling system not keeping motor cool enough, cooling fan problem(weather clutch fan or electrically controlled cooling fan),poor cooling system circulation, bad catalytic converter.not a running lean problem as the other gases indicate rich problem.the converter may not be able to convert the emission gases to H2O and CO2 out the tailpipe.
