How does the flywheel come apart? My wheel is stiff. Is that normal?

The flywheel is attached to the crank shaft and turned by the starter to get the engine running. It has nothing to do with the steering wheel. If your steering wheel is stiff it is because of the power steering pump or rack & pinion.

Almost sound like your rack and pinion cylinder has gone bad. I would start by cleaning the area real well to get rid of the oil. With the car running have someone sit inside and turn the wheels from left to right while you stand and watch to see if you can see oil leaking and from where and also to see if you can tell where the grinding is coming from. Please do not try to clean the engine with it running as you will get burned from heat and your clothes may become tangled in moving parts.

My power steering was fine then suddenly it started to go stiff and then a slight whine when turning the wheel. refilled the power steering fluid, it took a whole 1 litre jug and was fine for a few...

It should like you may have a leak if it took a whole litre. Once you fix the leak you may also find the power steering pump still makes noise. This can be repaired by replacing the pump. I hope this helps.
