There is no maint required for the throttle body per say, just clean it if you develope a problem like stalling at idle, same goes for power steering, but a flush of the fluid every 30,000 miles is helpfull to extend life of pump and steering rack, the transmission needs to be given a fluid and filter change at least every 60,000 miles, the filters replaced for fuel and air every 30,000 miles and the spark plugs replaced at 100,000 miles.

HOW TO CHANGE A STEERING RACK

Involves disconnecting the outer tie rod ends. Steering linkage from steering wheel. Disconnecting the power steering pump lines and unbolting the rack and pinion from the body.
Look at the new one for bolt locations. Make sure the new one comes with new tie rods or you might be back under there again too soon.

If my 1999 cadillac deville goes up to 232 degrees is it overheating?

Outside of radiator is most likely full of dirt, leaves,
bird feathers,etc.
Remove as many things as necessary, & use an air hose
followed by garden hose to clean radiator.

Could try a new thermostat & make sure spark plugs
& basic preventative maintenance is done

Change Power Steering,Trans & Motor Oils
Old fluids won't remove heat well

I bought a a 94 cadillac eldorado and it haves 152,444 miles, what kind of maintenance do i need for it

I would change all fluids at that mileage including power steering, transmission, engine oil, brake, coolant, and other fluids to get a fresh start.

Also, change the belt if cracked or shows signs of wear.

Steering rack replacement on a 99 cady deville, how difficult ?

Rather difficult. Involves disconnecting the tie rod ends. Steering linkage from steering wheel. Disconnecting the power steering pump lines and unbolting the rack and pinion from the body. Not a lot of room to get at stuff.
