This may seem an odd suggestion but have you checked the hazard light switch on the dash and it's relay in the fuse box. Hazard lights are designed to work with or without the ignition key so you can lock and walk away from it when it breaks down.
the fuel filter is located under the vehicle , below drivers foot well , you will have to remove the plastic shield that connects to the gearbox to get to the filter
I have a 1999 Rover with the 4.6. I bought a code reader for $150 and erased the code. Its paid for itself a hundred times. Did you fix the reason the service engine light problem first? Some auto part stores will read for you. I don't know if they will reset it for you at the same time. If problems not fixed the light will reappear in a very short period of time. It is normal for the screen to stay on for a short period of time after you turn off the engine and leave the car. It should shut off after a minute or so.
