If engine is turning over and wont start, likely fuel pump needs replacement.

SOURCE: Loud whistling sound on 1999 GMC Suburban

It sounds like your Idler pully bearing or your tensioner bearing. Regardless change them both and the surpentine belt too. The sound is letting you know that the bearinf is bad and will fail soon. Good luck

1999 GMC Suburban turns over but won't start

It sounds like the choke is the most likely culprit. Take the air cleaner off the throttle body/Carburater. Have someone cover most of the throttle body/Carburater intake, if you don't have help use a piece of heavy cardboard. If it starts up right away it's the choke. Note: if you use cardboard don't rev the engine you may **** the cardboard into the engine.
I'm afraid with all the different types of choke controls I can't tell you how to fix your choke with out actually seeing it.

My 1999 GMC Suburban won't start

It can be fuel pump, the only true way to know is to do a fuel pressure test, but if its been a year sense you last chg. the fuel filter its time to chg. it again.
