My apologies for the delayed response. I am going back to answer unanswered questions.
1. Yes, you have to take the other belt off to take this belt off.
2. I use a wire brush to get melted rubber out of the grooves on pulleys with grooves. I use a wire brush then sand paper to remove melted rubber of smooth pulleys.
3. You should always replace both belts instead of just one.
