sounds like you have short in the wiring or the horn switch, or the horn itself. As for the light, it may be dead , or a broken connection to it.
Check to see if you have voltage going to the horn and the light with a test lamp or VOM meter!
Likely the relay is stuck. The horn gets 12v when you press the horn button and it energizes the relay to send power to the horn. The horn gets 12v and sends that through the horn and then to ground. There's nothing in the horn to cause it to stay on. The only other possible cause would be a horn button that is stuck in a depressed position or the wire is damaged and is grounded. Any relay you have that has the same dimensions can be used to test if the relay went bad by swapping it out and seeing if the horn blows.
you have a bad door switch,making the car think a door is still open causing the doors not to lock,the lights to stay on and no horn chirp,,,most likely the driver door,unplug the switch and see if all goes back to normal,if not try the right front door....
Its likley that the button in the steering wheel is stuck closed causing it to stay blowing, try getting a flat head screw driver and prying back on the horn buttons
