it should be under dash next to gas peddle on left end of heater box not that hard 2 screws and a plug. its called heater blend door actuator.

SOURCE: 1999 Suburban, A/C on warm air from front vents, cold air in rear

The car uses the same freon in the front as it does in the rear. If the rear a/c is working, you either have a plugged evaporator in the front unit, or perhaps a bad heater switch. Try switching the heater to hot and see if it blows even warmer air from the front vents. If so, the heater switch is working and then it sounds like a plugged evaporator or maybe a plugged orifice tube. That is a good place to start looking. Hope this helps.

SOURCE: 1999 tahoe wont blow air out dash vents

my issue at the moment is that the linkage (control arms) have come apart. it looks like there's a part missing from between the two control arms. there's a small electric motor with one arm and another arm that controls a flap somewhere that shifts the air flow between floor and up top. both of these control arms have a square hole in the ends and i don't see a way for them to be reconnected. so i'm assuming that there's a part missing.

The vents are not working properly. most run off of vaccum and that sounds like your problem. could also be the controls. suburbans are famous for this.

Air keep's coming out of defroster vents and want it to come out of dash vents

Check for vacuum leaks on the engine. The air doors are vacuum controlled, and when they have no vacuum they only blow on the window.

1995 Suburban HVAC - no defrost or vent only floor mode

I have a 1500 chevy picup that did the same thing the control panel (blower, temp, and selector) is what was the problem with mine replaced that and fixed it. Very easy to chg.front of dash pops off control panel pops out 1 plug ( yours may have 2 plugs)
pop back in and your done.

there should be a little canaster insid the dash maybe attach to the duct work it changes the position of the door if not it may be the control slide that you move to change the position of the heats function
