I can turn my streering wheel but the wheels do not

Check the intermediate shaft .is located above brake pedal to the steering gear , if fixed and turn when you turn the steering
remove front wheels and check the tie rod if it is connected with the wheel steering knuckle if it is good renew the steering gear
assembly

Either a bent wheel, a loose steering component, or a tire is separating.

remove streering wheel,underneath it should be a pin approx 1- 1.5 cm long if this is missing or bent. replace.you can put a nail in its place of the same length & thickness.grease it before putting wheel back.

How do you change the rod and pinion

I'd say before doing anything costly have a look at your power steering fluid level and make sure it's topped up, most of the time a stiff steering wheel is cause by either a low fluid level or faulty power steering pump ( in this case the engine would make noise every time you turn the wheels). Turn car off - Remove power steering cap, and turn streering wheel hard right or left and fluid should pour out (cover surroundings with rags.) If so, check your power steering pump.

If you didn't have a problem with the wheel before you started the job, you may not have the pitman arm aligned properly on the shaft. If you are sure that's ok then move tie rod adjustments equally in the direction you need to go. (example: if wheels point right with steering wheel straight, turn right side in several turns and left side out the exact same number of turns). Or, have the toe in re-set at an alignment shop.

I have a 1994 shogun with a rattle on the engine which goes off when u turn the streering,new power streering pump fitted but still the same any one help please.

you will get a rattle with power steering if you turn the wheel in either direction will make the car rattle but if this isnt the case then check your motor mounts may need to be replaced

Locked ignition

it could be the steering wheel is locked turn the streering wheel from left to right as far as the lock will let you and try turning the key at the same time
