Different make and model of cars have different location for it ECUhowever i most case the ECU is located in the passenger area or engine bay. If it is in the passenger area, most likely it is behind the radio in the center console or behind the glove box.
I have a similar problem with the S3 light flashing and the check engine light coming on as well as surging issues. On '88-'91 Preludes the ECU is located under the carpet on the right passenger floorboard. There will be a small flap in the carpet you pull up to see the ECU LED. Use a muiltimeter to seek out the short or break in the power side of the dc circuit. Clearly the power side from the pump back to the ignition is the issue. An alternate method would be to run a fresh lead from switch to pump. Bypassing the old one. Severe it at both ends and you should be set.
