My Plymouth neon the tail lights and dash lights went out .. so I changed the fuse and now the tail lights work. but still no dash lights what should I do?

Is there a rheostat switch for the dash illumination , usually a wheel like switch that dims/brightens the dash lights , if so this may be in the dim position ,check owners hand book for details

looking at your schematics and , you say tail lights don't work , you didn't mention if front parking lights and license plate lights are working , they all come from the same source , a black /yellow wire , a good clue if front work and rear don't , please advise .if fronts work then you have a open circuit somewhere between junction S118 (near breakout for left headlamp) and rear sockets.

You may have a bad light switch or a bad wire at the light switch.
Only way to know is to remove the switch.

I would imagine the mechanic checked the fuses, so i would say it has a bad headlight switch or the power feed to it.
