If Volvo customer service deny there is a recall it is possibly something that has been misreported or misunderstood or perhaps it doesn't apply to vehicles in your country or region.
If in doubt I suggest you contact a motoring forum or a motoring organisation or any big newspaper or magazine with interests in consumer rights and/or motoring.
(8/9/10) Honda said it was recalling more than 428,000 vehicles because of a defect that could cause the cars to roll away if they are parked incorrectly. The recall covers Accord, Civic and Element models from the 2003 and 2004 model years. The stock Bosch fuel pump is located in the fuel tank and can be accessed by removing the rear seat. Certain models have been recalled due to cracked flanges, permitting fuel to leak. If you smell gasoline inside or outside the vehicle or see wet fuel lines underneath the vehicle, contact your local Volvo dealer immediately. See below:

Summary
VOLVO IS RECALLING CERTAIN MODEL YEAR 2001-2005 S80, MODEL YEAR 2001-2004 V70, S60, XC70 AND MODEL YEAR 2003-2005 XC90 VEHICLES SOLD IN OR REGISTERED IN THE STATES OF ALABAMA, ARIZONA, ARKANSAS, CALIFORNIA, FLORIDA, GEORGIA, HAWAII, KENTUCKY, LOUISIANA, MISSISSIPPI, NEVADA, NEW MEXICO, NORTH CAROLINA, OKLAHOMA, SOUTH CAROLINA, TENNESSEE, TEXAS, UTAH, VIRGINIA AND THE U.S. TERRITORIES. THIS SERVICE WILL BE PERFORMED FREE OF CHARGE. THE SAFETY RECALL IS EXPECTED TO BEGIN DURING JANUARY 2010.
I also have 03 s60 and having hard starting prob. Checked online and there's a recall on bad fuel pumps - ID # 47035 and Engine cooling recall ID# 26278 so go to your volvo dealer and have them fix this recall for free. I'll be going tues. - just saw these recalls today. As for the leak, let them take a look at it and ask for a quote then shop online for better deals. Good luck
Likely the ETD is wearing. 2001- 2003 ETDs on this model have an extended warranty 10 years / 200K miles on this part by Volvo. There is a safety recall software upgrade that should be done without cost at a Volvo Dealer. This often helps a lot. (Software "fix" around a poor electro-mechcanical design.) Dealer will charge a diagnostic fee but all repairs related to the ETD should be covered parts and labor if that is problem. Check with your dealer about coverage on your specific vehicle. You should have gotten letters about the recall. Get the free safety software upgrade now!!
they can check when you bring the car to volvo dealer if it is. i dont thing that is under warranty or recall give a try stop by they can run the car vin number for any recall
