check and see if you are getting vaccum to your vaccum ball under the hood.if you are then follow the vaccum line that goes to the inside of the vehicle until you find the vaccum leak.
on a 98 astro van the vaccum line for the ac runs in front of the throtle body and they always break because it is plastic you can fix it by repairing the broken line with a piece of vaccum hose
You should have a 4l60E in your astro van. Which is electrically controlled, so no vacuum modulator. However, to address the ventilation selector not working... look for a vacuum line exiting the firewall and going to the passenger rear of the intake manifold. You will likely find it broken or disconnected there.
Replace the complete heater control vacuum line over the motor with rubber vacuum tubing. The heater vacuum line connects on the drivers side of the engine halfway back on the intake manifold.Run the new line to the heater vac connection at the passenger side at the right front in the engine compartment. I change 2 a week....this should be where your problem is.
99% sure that this is your problem. It's not a linkage issue, but a vaccum control problem. There is a thin (1/8") plastic vaccum line that traverses over the top of your engine. The high heat generated by cramming a 4.3 ltr. engine into the tight quarters of a Sarfari or Astro van causes the plastic tubing to breakdown, crumble and leak. The vaccum line needs to be replaced from the vaccum manifold at the rear of the engine to the heater control access on the firewall (about 3-1/2 ft. of tubing). Unfortunately, you'll have to remover the interior "doghouse" to access the vaccum manifold at the rear of the engine. The line is worth a couple of bucks, should take a mechanic less than an hour to complete the repair. You can then redirect heat or A/C from the defrosters, to dash vents, to your feet...etc.

There is a vacuum line that goes from the vacuum reservoir (usually next to the bottom of the passenger side engine) up and across the top of the engine to connect on the driver side of the engine. The vaccum line cracks/leeaks and will not allow the vent vacuum actuators to function. Replace the line. Use a thicker wall buts same inside diameter rubber vaccuum hose. Probably under $5. People waste a bunch of time replacing the actuators, switches, etc. Its just the vacuum line and poor original placement/design.
Its probably the vaccum line. Check again. There is a small thin one that crosses over the top of the engine and fails/leakes/cracks in the area where it is hard to see. Repalcing the vaccum lines for $10 is the place to start. Then see what happens. While the engine cover is off, go ahead and change the PCV valve and give the engine a quick check for any other loose connections or issues.
Small vacuum hose(1/8 inch) is broken or has a crack causing a vacuum leak. Leak could be between intake on engine to vacuum canister or from canister to control inside van. It runs inside the wireing harness. Canister is mounted passenger side of engine bay. Black and about the size of a grapefruit. I had same problem on 2 astro vans.
