If the air is cold when the vehicle is moving and goes warm when stopped,the fan at the rad/condenser may not be working,or working but not running fast enough.Sometimes there may be a second fan that comes on also.If the fan/fans are running and you can get cold air at a stop by increasing rpm then the system may be low on refrigerant.
Low coolant, if there is an air pocket in the engine it will make it to the heater core. Once there , the air coming out is cold/cool. Once the coolant fills the heater core, it gets hot. If the coolant is fine hot or cold, then have the HVAC system scanned.
Make sure your fan clutch is working. No fan, no cooling of the condenser, no heat dissipation, no cold air. Start the truck and make sure you feel air movement, a lot.
your auxillary fan is not working. this fan is responsible for cooling the freon that is being circulated in your cooling system... check if there are any loose wires in front of the engine bay.

Hi, this sounds like the heater resistor has failed and will require replacing, if the only thing that is not working is the blower motor this would normally be the cause, regards mark.
