Remove clock spring in steering wheel.
step 1 , disconnect battery minus lug.
then defeat air bags as the FSM book directs,(or great danger waits)

The Idle Air Volume Learning, Steering Angle Sensor Neutral Position, Sunroof Memory Reset/Initialization, Automatic Drive Positioner System, Audio presets and Navigation. Use the CONSULT-III diagnostic tool, or equivalent to perform the required resets. As necessary, refer to Battery Reconnect/Relearn Procedures.
he automatic back door system, if equipped, must be initialized anytime the battery has been disconnected. Close the back door. Open the back door with the automatic open feature. Do not stop the process until the back door opens completely.

begin:

  1. Disconnect the negative battery cable. (wait 30min)
  2. Disconnect the positive battery cable.
  3. Set the front wheels in the straight-ahead position.
  4. Remove the air bag module.

  1. Remove the steering wheel.
  2. Remove the column cover upper and lower.
  3. Disconnect wiper and washer switch connector. Then while pressing tabs, pull wiper and washer switch away from spiral cable to remove.
Disconnect lighting and turn signal switch connector. Then while pressing tabs, pull lighting and turn signal switch toward driver door to remove.
  1. Remove the screws. Then while pressing the tab, pull the spiral cable away from steering column assembly. CAUTION Do not disassemble spiral cable. Do not apply lubricant to the spiral cable.
  2. Disconnect the spiral cable connectors.
With the steering linkage disconnected, the spiral cable may snap by turning the steering wheel beyond the limited number of turns. The spiral cable can be turned counterclockwise about 2.5 turns from the neutral position.

id bet the throwout bearing is going bad (or gone) some of these are greaseable/oil depends on mfg 151 km on the clock tells me that too (if its original) , if it bucks and chatters esp. while starting up in reverse direction that's sure sign its gone !!

replace the clutch/bearing and slave cylinder (if equipped) when you repair this ( it will save you in the long run)

sounds like the clock spring cable , will normally break if you move the steering wheel while steering linkage disconnected, dealer has no reason to lie to you

Have the clock spring ribbon contact drum tested, i think you have a broken filament circuit. the par is located under the steering wheel.

you must remove the steering wheel,air bag and the clock spring and the the whole switch,no easy,way DO NOT DO if you do not know how,you could set the air bag off or mess up the clock spring position and wreck it,,,take it to a shop,if you are not familiar with this kinda repair
