The air flow control clicks to different positions but the air continues to come out of the dash vents and no others, preventing the windscreen from demising on cold days. How do I get behind the dash to check the control cables?

are u convinced it is a controller issue as this is rare on that vehicale i am more tempted to say that it is a cable problem. Or a door acuator if it is auto temp control

the first thing to d is to go under the hood and see if eh cable is stuck if it is not then it has disconnected from its position secondly yu may have a heater control valve which is broken inside which means the water is still flowing nd the heater is on wheher o choose hot ot cold.
the only way t fix the heater control valve is to repace it

The blend door or flap as you call it has warped, it will have to be removed and repaired or replaced, the flap is located in the heater air suct near the heater core, in order access it to repair it the entire dash must be pulled out.

your a/c control panel is all electronically controled through actuators. i believe the mode actuator is located on the driver side of the heater box.

Not vacuum system - electrical motors move the vent doors. Without looking at the vehicle myself, the possible causes are numerous (although you mentioned you've already checked the fuses), this sounds like a fuse. Anyway, go to www.hmaservice.com and register vehicle by VIN #. You'll then have access to shop manuals, service bulletins, wiring diagrams, etc. about your vehicle.
