When testing engine compression it builds up when the engine is turning over and when you stop turning it over the compression tester has a valve in it to hold the pressure reading I think your tester is defective and not holding the pressure reading

If you can isolate the source of the noise (stethescope or wooden dowell) it's usually easier to identify the problem.

When the piston is at top dead center, there should be a little wiggle in both intake and exhaust. On mine the exhaust is just a bit tighter. The recommended clearance for both is .003-.006 in.
