A fuse will only blow if there is too much current draw. It is likely that there is an intermittent short in the wiring for the brake circuit. Do you tow any trailers with lights connected up? They are common for having bad wiring, causing fuses to blow. If not, a auto electrician will need to check the current draw for the brake light system, a quick and easy job, to find out if there is a fault present all the time or just intermittently. Intermittent wiring faults can be very time consuming (read expensive) to find.

If they are disc brakes, if the cups have slots, holes, or any thing other then flat then you need to turn them in.( They do not push in.) They are part of your emergency brakes. You need a tool to turn them back in. You can buy one at the parts store. They make one that is a block that has 4 different types so you will get the right one.If they are drum brakes then I would get a Chilton's Manual for your car. This way you will have it for your next problem. If you don't want to do that then jack it up and make sure you have jack stands. Take both wheels off and do one wheel at a time. If you need to see how they go back then just look at the other side.

Check the prones inside the connector that you plug into the brake light module. You may have to squeeze, wiggle, tilt each one to see which one is not connecting all that good. I know it may sound confusing. I tried to explain the best of I could.

Did you check the fuses with a test light? A fuse can look OK, but unless you test continuity or use a test light, you could be mislead.
