Checked fuse slot and it does not have power to it at fuse box under glove box all other fuse slots tested good. breaks, lights, & hazards work fine. turn signal stays on solid when activated and does not blink.
If It is not blinking then it's probably a blown bulb, That's how cars tell you a turn signal is bad. You will only have power to fuse slot when turn signal is on and the blinking part runs through a flasher relay so you could have a bad flasher relay if the bulbs are all good.

If you have bought the car from a person they may have done some work on the steering column, If they did odds are they cut the wires instead of taking the time of feeding them up through the column. If this is the case a new wiring harness for it is only about 30 bucks, but you have to pull the steering wheel, be very carefull if you have airbags. all the work in changing that out is unplug the old one and tape a wire to the end pull it out and tape the new one to the same wire and pull it back through. I hope that helps.
SOURCE: No tail lights or turn signal, just running lights and flashers
I had the same problem about a month ago myself. I had to replace a fuse which was under the driver side under the dash it cost me $6 to replace. I cant remember the name of the part but call a auto store and explain to them the problem. I think it was called a relay fuse or something! Good luck with that!
SOURCE: where is the flasher box located that controls the
On that vehicle, it should be located down to the left of the steering wheel, in the area where your left knee would be, above the hood release.
SOURCE: 1992 Buick Regal turn signals not flashing (stay on)
I have the same prob. with mine (93 regal). If you have any play at all in the turn signal switch on the steering column the issue is likely inside the column. I spent $500 last summer and the prob came back twice after that. They fixed it both times at no additional cost but the issue started again a few weeks later and they wouldn't touch it or refund money. You can only get to it by pulling the steering wheel. I am gonna try it myself if I can find a puller at a resonable cost. Go to a good reputable mechanic (pref. someone you use regularly) if you can. Good luck, I hope it turns out better than mine..
