There are Technical Service Bulletins (TSBs) on many of the Elantras specifically related to hard or abrupt shifting when the transmission or weather is cold. You may need to take it to a Hyundai dealer to ensure the TSBs for the TCM related to shifting have been applied to your particular vehicle.
Every time the RPM rise but no power start with vacuum leak. Start the engine and listen for vacuum leak. The car is equipt with air flow sensor and if air buypas the sensor the engine loses power

should only have hyundai approved fluids in both the cooling system and transmission. If you take your vehicle to a transmission shop other that hyundai let them now there is a special fluid that goes back into the either radiator or transmission. Regular transmission fluids viscosity is to thick and will make shifting very hard. My Mazda has the same issues Wrong fluids go back into the transmission when I have had work done to it making the shifter hard to shift in cold weather. A Worn clutch can have the same effect.
