blower motor regulators go bad because of the switching between low and high speeds. some times these are under the dash and require tiny hands and lots of patience.

On most GMs, the fan relay is inside of the fan housing. It uses the fan to keep it cool, because the resistors generate a lot of heat. These resistors go bad usually one at a time until all you have left is high speed. You have to remove the fan and there it is! It is a big pain to be upside down, but with a light and a mirror, you can see it easily.

The blower motor relay is stuck, holding the curcit engauged. Look under the hood, find the conveinence center, where you will find fuses and relays (read the cover, see if one says AC/Heater blower relay), if not, look in your car's manual, to see where this relay is located. When you find it, pull it out, see if the moter stops, if ti does , replace it.

it will be hard to diagnose with out having my hands on it but try this.
this vehicle is known for blower motor resistor failure.
under the dash on the passenger side next to the blower motor there is a resistor attatched to the blower motor case it will have a single plug with 5 or 6 wires in it, they are normally within a couple of inches of the blower motor, remove this resistor and look at closely for any signs of burning this is a common problem, you can buy one at any parts house, do not operate the motor with the resistor removed from its mounting hole or you will damage it.
if the resistor looks good than purchase you a test light and drop me a line and i will explain how to test the entire system its not hard to do.
