There are two of them, both should be replaced, one should be behind the glove box on the HVAC box and the other to the right of the steering column on the HVAC box.

Sounds like your car will need a new thermostat heater unit. Its all one piece and will need to be replaced as an assembly. It should be under warranty seeing as the car will not pass state inspection with this failure. It is computer controlled.

You need to have the dealer look at this, if you fool around with it you can void your warranty. Toyota looks for any legal excuse to void the warranty.

Thermostat is probably bad. If when it is cold out your heat doesn't get very warm then it is the thermostat for sure.

Wrong thermostat. There are varying degrees of operating temperatures for thermostats. Example: 180 Degrees, 190 Degrees. The one you have isn't opening soon enough. If you replace it with a cooler grade thermostat, your problem should go away.

Check fan operation. with the ac off they should come on at 225 degrees. Be sure it is full of coolant when cold.
