I had to Google Cen Tech as i never heard of it

They appear to be inexpensive low end for sure

You won't get a lot of data out it

If your never planning on going to professional software,
consider the top scan/code reader type tools like Innova Professional or at least mid level Actron & a couple other brands

You really need to see sensors,emission monitors, so
your ready for inspection

You will only get Generic Codes from a code reader
not body functions likes abs,air conditioning,srs,& others

More data is better-- you will learn these systems as time goes by

I don't see those codes causing a No Start

Check your battery first & get it running

There is a connector under the dash on the
drivers side next to your knee, on all 1996 & newer
obd 2 vehicles (Sixteen Pins) not all have wires in them
You have 3 choices
The auto parts store for a free code check
Go to auto zone & buy a $60.00 code reader
(my suggestion) will need it for as far as I can see
decades from now going foward
Third a repair shop & professional scan tool or software
Use Google & type ---OBD POxxx & it's all there
