Re: 1999 Ford Crown Victoria side marker bulb &...
Side markers must be accessed from under the hood. it should be under the same flap that covers access to the headlight bulb.
the headlight bucket may be a problem. look for actual bolts holding the bucket in. they may be under the radiator top rail, and rather hard to get to.

All front light bulbs should be accessible, you will need to remove the 2 headlight bulbs...be sure to match the amber color if your Ciera still has the original bulbs:) The side marker light bulbs are reachable and can be changed by removing the 1 hold down bolt too...:)
No tools needed for this task, just unlock the 3 tabs under the hood for headlight access panel and pull out. Unscrew the nut at the wiring from behind the headlight. Carefully pull the wire and bulb out of the housing. Pull up on the 2 L-shaped tabs and remove the lens cover. Reverse the steps to reinstall.
From the engine compartment, unlock the 3 tabs that are over the headlight housing area. Remove the cover and unscrew the plastic ring that has the wires protruding from it. Carefully pulls the light fixture out of the housing. Pull the 2 L-shaped tabs up and remove the lens section. Reverse the steps to re-install the headlight. If replacing the full turn signal housing, unscrew 2 screws from each light , disconnect bulb wiring and remove. Replace accordingly.
They are changed from within the engine compartment... at the rear of the headlight bazels... if it's the side on the battery you may have to remove it.... also don't touch the bulbs with your fingers as that shortens the life of them.
