Try resetting the fuel system relay, it's located just forward of the front of the door jamb in the drivers side footwell.
Turn the ignition key to the on position for a few seconds then turn it off, then depress the relay button and it will be reset.
when you turn the key on you should be able to hear the pump reun for a few seconds, if not disconnect at the harness and check for voltage going back,
sounds like one of the metal arms connected to the engine may be getting stuck some how. have someone get in car and press on gas when car is off while you watch engine to see what is moving, then check those arms to see if there is any possible obstructions or knicks or something on them
