Have you run the car without fuel? There must not be any air in the fuel line... Blead the fuel line of air and try to start it. There should be bleader screws under the hood....

The function of diesel fuel system is to deliver the diesel fuel to the engine clean of of purities at the right pressure. In most generating unit diesel engines, the fuel system loop consists of the following major parts:
1. Day Fuel Tank
2. Fuel Water Separator
3. Fuel Strainer
4. Fuel Supply Pump
5. Fuel Filter
6. Fuel Injection Pump
7. Injectors
8. Return line to the day tank

did you pre prime the fuel filter diesel engines dont like air pockets and the air pockets wont go away on there own did you use oem filter some filters are not built the same
does fuel pump get power? next is it turning over but no start cuz that could be ignition module....or if no crank but good power ...dirty or loose battery cables even at starter.or sometimes starters get hung up in flywheel or stuck on a flat spot if you tap starter while atempting to have someone turn it over this will lots of time free up strarter..
Fuel Filter
The fuel filter should be replaced and all fuel system hoses and connection should be inspected at 12,000 mile (19,000 km) interval for carburetor equipped models, and 30,000 mile (48,300 km) intervals for fuel injected models. When the vehicle is operated in extremely cold or hot conditions, contamination of the filter may occur and the filter should be replaced more often.
I would try filling the fuel filter up with diesel. If that doesnt do it dump a little gasoline down its throat.
If it actually wont crank,
" like the engine isnt being turned over by the starter" your battery's are hopefully dead.
You dont want to crank on a diesel starter for more than 30 seconds or you will burn them up. I was tought to try and start it for 30 seconds or so then let cool back down for 5 minutes.
Depending on how long you tried to start it you may have burnt the starter up but I doubt it. If its the starter I would guess its bound up. You can either tap on it with a hammer or take it out and clean it up and have it tested and put it back in or replace it. Good luck
There could be many reasons but for a start check your fuel, fuel filter, fuel injection. Next check on the spark to the plugs . If not take out the plugs clean and reset after pumping the starter to clear out any over flow inthe cylinder. If still there is an issue you will have to check for compression, timing and impurities/water in fuel. Hope you check this out. Good day
immobiliser also cuts starter motor so probably ok i would check the fuel pump is delivering enough fuel take off fuel filter put container under it and put ignition on you should get a strong flow
If this is a diesel you should not use starter fluid unless the glow plugs and glow plug controller is removed. If this is a diesel you most likely have air in the fuel system.When changing fuel filter on a diesel fill the filter container with clean diesel,screw the top of the fuel filter canister on open the bleed screw and turn the engine over until only clear fuel (no air bubbles)is bled from fuel system. Then you may have to turn loose the connector on the innjectors to bleed more air out of the fuel system.
the pump is part of the filter/separator not in the tank no fuel will come out if filter is removed make sure there is fuel in the upper filter if there is the pump is ok it might be an oil pressure concern
