There is a little door between the steering wheel and door. It opens up to a little compartment that you can hold something small in. You can remove that to find the fuses. On the back side of what you removed is the "map" as to what all the fuses are for.

First make sure the battery is fully charged. Then check for clean battery post connections. Then check all the main fuses located in the plastic box under the hood close to the battery on top of the inner fender. You should have all dash lights if everything check out to this point and it should turn over with the key.
To clarify something you said, the accessories should go off when the key switch is in the start position. Are you getting power to the coil and the computer when the key switch is on and in start ?
sounds like a fuse. check them and get back to me. If the shop you took it too cannot figure it out they probably should not be a shop. i hope they didnt get you for a diag fee. Im going to locate a wire diagram to help you figure this out.....Also you said you put a new battery in the car, check that the battery terminals are clean and tight.
Is it a burned CD-R? I know (this is probably the same on a 2006) that on my 2005 if you put one in, it will play fine then lock the disc in. There is a fuse pannel on the passenger side on the center of the console towards the front of the car. Just pull the plastic cover off. Find the 10A fuse by the little grey box, and a blue and white circle. (or just look for the fuse labled "RADIO" on the map inside the plastic cover and then locate it in the fuse box). Turn the key off, pull the fuse, turn the key back on for a sec and the radio will not come on. turn the key off, put the fuse back in and turn the key on. the disc should either come out or you will have to push eject. This may or may not work, some people say it doesn't work for them. (this may reset the radio number buttons memory). Hope this helps!
do you have remote start on that truck? if you do, it has a hood safety switch that will keep it from starting if hood is open. That hood switch is quite easily identifyable. Look for it on the drivers side, either close to the firewall or right at the front of the fuse box.itsa worth taking a look
all these circuits share some common fuses, check fuse #6 ( 10 amp ), fuse # 11 ( 15 amp ) & fuse #12 ( 10 amp ) all in the inside fuse box at the left end of the dash.....good luck
