Front windshield wipers got slow on low like they were sticking but worked on high speed.Then low speed stopped working.A few weeks later high speed quit working too.I just replaced the wiper motor last year.

Well I would guess its the contacts in the switch itself since they get moved manual by your hand the most. A motor either works or don't work no mater what speed its running..Just trying to help
Try doing a "Brain Kill" on the van. Disconnect both battery terminals, and (MAKE SURE THEY ARE NOT CONNECTED TO THE BATTERY!!!!!) touch and hold them together for at least 10 seconds. Mopars hold onto their faults, even after the repairs. Huge problem for transmission shops, but that's another topic. My 99 Dakota had the Speed Sensor fail, and it wouldn't shift until I "Killed" the ECM and BCM's memories.
Remove the arms,and place them back on where they need to go,do not turn the wipers on,do this as they set now.If the wiper blades when turned on go off the left side of the windshield ,then you will have to remove everything again,and move the wipers down in the rest position,and align everything up to the rest position,with the wipers at rest,and the motor at rest.
Remove windshield wiper blades (mark the arm and stud to put back exact). The next two steps you might have to lower/raise the hood. Remove cover just below the windshield(each end has a phillips screw turn 90 degrees so arrow points toward center of van). Remove the 4 metal braces. Remove windshield wiper motor/linkage assembly(the whole tray comes out). Remove drive belt. Disconnect negative side of the battery. Remove alternator horizontal mounting bracket. Loosen vertical bracket bolts to get to electrical connectors. Finish removing bolts and alternator.
the delay switch on the wiper motor may have went bad, the only way to fix it is to replace the wiper motor. for (i have the same problem),your computer may be shot or you have a faulty wiring harness.
Sure pull the cover off the arm at the base(by the bottom of the windshiel) under that you will find a bolt. Unbolt the arm and pull it off then adjust both arms so that they do not entangle at the high point. You can turn on the wipers and when they reach the high end quickly shut off ignition they will stop at this position so you can adjust them, This is what we would do at the shop for about 200 bucks. Take your time and be sure to tighten everything up when you're don and you will do great. Have fun.
