Hello;
Does the engine crank over when you turn the key? If not, the battery may have gone bad. Check your connections. The battery is in the trunk. Have the check engine light diagnoised.

A discharged battery can output enough power to light your display but not enough to operate the starter. If the throttle control light stays on, you've got a problem. Get the trouble codes read
Complex electronic's ,your best bet , take it to a qualified repair shop . DTC'S - diagnostic trouble code's stored .
Starting Disabled
Refer to Throttle Actuator Control (TAC) System Description .
Purpose
The throttle actuator control (TAC) system delivers improved throttle response and greater reliability and eliminates the need for mechanical cable. The TAC system performs the following functions:
• Accelerator pedal position (APP) sensing
• Throttle positioning to meet driver and engine demands
• Throttle position sensing
• Internal diagnostics
• Cruise control functions
• Manage TAC electrical power consumption
The TAC system includes the following components:
• The APP sensors
• The throttle body assembly
• The powertrain control module (PCM)
Any warning lights lit on the instrument cluster ? Check engine light , yellow wrench symbol light . Redued engine power message ? Your vehicle has electronic throttle control ! The gas pedal is hooked electrically to the PCM - engine computer which controls a DC electric motor on the engine ,controlling the throttle plate . Has position sensors in the gas pedal and in the throttle body . They wear an cause these type problems . Suggest you take it to a qualified repair shop .
Have the vehicle checked for DTC'S - diagnostic trouble codes ! Do you know what electronic throttle control is ? The gas pedal assembly has electrical connector an sensors inside ,hooked to the PCM / ECM - engine computer . The engine computer uses these position sensors inputs to control the DC motor on the throttle body to open the throttle plate to control the speed . Plus there are position sensors inside the throttle body to input PCM/ECM to see if it's calculations are corect . Your best bet maybe to take it to a qualified repair shop . Drive by Wire Function and diagnostics by Wells
Reduced Engine Power Mode
When the PCM detects a condition with the TAC system, the PCM may enter a reduced engine power mode. Reduced engine power may cause one or more of the following conditions:
• Acceleration limiting--The control module will continue to use the accelerator pedal for throttle control; however, the vehicle acceleration is limited.
• Limited throttle mode--The control module will continue to use the accelerator pedal for throttle control; however, the maximum throttle opening is limited.
• Throttle default mode--The control module will turn off the throttle actuator motor and the throttle will return to the spring loaded default position.
• Forced idle mode--The control module will perform the following actions:
- Limit engine speed to idle by positioning throttle position, or by controlling fuel and spark if throttle is turned off.
- Ignore accelerator pedal input.
• Engine shutdown mode--The control module will disable fuel and de-energize the throttle actuator.
No. There is not a scan tool can't either the pedal is not hooked up to engine with a cable. All computer analog signal with electrical wires. This is not one for most mechanics to diagnosos . they seem to have a issue with it. Anyways, take it to dealer. The pedal uses two sensors with oposote signals to determine position. The computer controls electric motor on engine that opens and closes throttle vale. Computer uses two sensors in throttle body to determine its position. If any of these four signals carries even slightly, nothing more than idle. Some will start and idle with no pedal response and other will stay at idle if engine was already started and once keep shuts off then won't restart. So take to dealer.
It's all tied together in the computer system . When you start to loose control the computer takes over reducing engine power , applying brakes etc... to bring vehicle back into control . The throttle body on your vehicle is computer controlled . electronic throttle control . the gas pedal has sensors , the throttle body has sensors an a electric motor . The lights came on because the computer disabled these systems .
If the idle speed is irratic...consider changing the dle air control valve...could also be map sensor or throttle position sensor....any check engine lights??
Possible causes
- Faulty Throttle Actuator Control (TAC) module - Throttle Actuator Control (TAC) module harness is open or shorted - Throttle Actuator Control (TAC) module circuit poor electrical connection (loose or broken wires)
P1516 CHEVROLET Description
The Throttle Actuator Control (TAC) module contains data which is
essential for proper TAC operation. The TAC module continuously test the
integrity of this data. When the TAC module is unable to write or read
data to and from Random Access Memory (RAM), or the TAC module is unable
to correctly read data from the flash memory or and internal TAC module
processor fault is detected and the Detected Trouble Code (DTC) is set.

Symptoms: Engine Light ON (or Service Engine Soon Warning Light)
- Engine hard to start
- Rough or erratic idle speed.
Causes: Dirty throttle body
- Electric throttle control actuator misadjusted or damaged
- Faulty Electric throttle control actuator
- Intake air leak
- Poor electrical connection to the Intake Air Control (IAC) valve.
Solution: If
there are no intake leaks, clean throttle body, adjust engine idle and
erase engine code. If the code comes back you may have to replaced the
Electric Throttle Control Actuator (Motor) to repair the problem.
When is the code detected?
The idle speed is less than the target idle speed by 100 rpm or more.
Possible Causes
- Dirty throttle body
- Electric throttle control actuator misadjusted or damaged
- Faulty Electric throttle control actuator
- Intake air leak
- Poor electrical connection to the Intake Air Control (IAC) valve
Possible Solution
If
there are no intake leaks, clean throttle body, adjust engine idle and
erase engine code. If the code comes back you may have to replaced the
Electric Throttle Control Actuator (Motor) to repair the problem.
