well they are two or three fuses for the lights you should have 1 inside the car in fuse box and then you will have main fuse box under hood have you tried looking at fuses under hood yet ...
I do not have much experience dealing with Volkswagen, (My specialty is US Domestic and Asian) but it sounds an aweful lot like an overdrive control solenoid sticking to me.
Top of the strut are strut mounts with bearings in there and over time they get worn from pressure and dirt build up. It is not an uncommon thing and not to aweful hard to replace with the right tools.
