Possible that you blew a fuse which means that there may be short circuit. First check the fuses, then install a new one if you blow it again when you turn on the lights then you have a short. Since this occurred after changing a bulb take a look at the wires connecting to your new bulb and see if there is a bare wire touching the body somewhere.
it sound to me like the lighter plug itself is loose and when you released the parking brake wiggled the plug enough to short out and blow the fuse . check to see if the plug is loose .
