Fan won't turn on car is running hot but not over heating

Check the engine temperature sensor, and the cooling fan switch, they both control the fan operation. One or both are not working.
SOURCE: The radiator cooling fan is not working. Upon
assuming fuse and relay are good..no fan should be running when the engine is cool/cold, the only time the fan should be running when it reach over operation temperature which then the fan kick on to bring the temperature back down to it operation temperature. both fan work in sync with one another, addition cooling is needed when the ac is running. when the last time have you replace thermostat and Thermos sensor/switch. I would replace both unit if you have not done so. The thermos/switch will turn the fan on when it reach certain temperature and cut off when it sense the temperature drop in the engine.

Yes, I would suspect the Thermal Relay is defective. Replace it.
SOURCE: No heat coming out fan blows but no heat
you could have air trapeed in the cooling system. If so, go to shop with evac/fill equipment to burp the air.
ALso, feel the heater hose going into the heater core and out of the heater core. They should be hot. They are about 1 inch round and go into the firewall behind the engine.
Is the engine temperature normal? If not, replace the thermostat.
I assume you have electronic system since you said you push a button. Perform this test and get codes

check wiring ,connections,and fuses ,relays -if good -test fan motors and check fans for damage or jamming -if good -test coolant sensor the usual problem is a bad fan motor but sometimes the sensor can go bad
