I don't claim to know why the lights are affected but when a heater blower only works on the fastest setting, it is normally due to the failure of a stepped series resistor which has taps to set the different speeds.
As emissionwiz stated, that is the most common cause.
This resistor may be mounted on the firewall under the hood or near the blower motor. 
Without an electrical diagram at hand, I can't say for sure but there may be a relay failed that bypasses the resistor completely when set on the highest speed or diverts the current through the resistor.

i have been having that same exact problem with my 2002 grand prix for over a year now, and when my ac is on the lower setting the it doesnt work plus the headlights and lights on my dash go out. On Max everything works. i changed the blower resistor(about $35), still doesnt work. i changed all relays and fuses related to the ac, still doesnt work. i changed out the actual ac control switch in the dash, still doesnt work. i have changed everything but the blower motor and have asked every mechanic and auto parts retailer i come across and no one knows the answer. The best answer i got is that it is probably a wiring problem like a short somewhere.

it's on the right side under the dash

I need to replace my blower motor resistor as my fan switch only works in 1 and 5. What is the easiest way to do this job. Thanks Trevor

It's not the blower motor that is bad, but rather the blower motor resistor. Next to the motor is the resistor and by replacing that the motor should work in all the speeds. This is a common problem on the 97-04 Grand Prix.

1997 Pontiac Grand Prix GT; Elec problem with fan

Replace the blower resistor that is mounted next to the blower motor on the passenger side of the vehicle.
This will restore correct blower operation and I suspect it is also back-feeding voltage resulting in your electrical issues.
Two screws hold the blower resistor into the heater case and it is very easy to replace.

Blower fan only works on high

CHECK THE HVAC CTRL FUSE.

WITH A TEST LIGHT CHECK THE BLOWER RESISTOR FOR POWER ON THE YELLOW, TAN, PURPLE, AND LIGHT BLUE WIRES. THE ORANGE WIRES CONTROL THE HIGH SPEED CIRCUIT. DO THIS FOR EACH POSITION OF THE BLOWER SWITCH.

THE BROWN WIRE ON THE HVAC CONTROL CONNECTOR 1 POSITION B COMES FROM THE HVAC FUSE 20 AMP. NO POWER ON THAT WIRE WILL CAUSE THE BLOWER TO NOT FUNCTION ON THE LOWER SPEEDS.

were these new parts ? from what i know if you have replaced the fan resistor motor and control unit there is nothing elese in the system i would double check it all again
