It is an electric pump located inside of the gas tank...here is a picture.

chances are the back coolant passages in the engine block are probably plugged up. resurfacing the head don't help with cleaning the passages. best thing is to get something like prestone super flush and flush the block thoroughly. follow the instructions step by step to be sure it reaches optimum operating temperature, then the thermostat opens and the HOT flushing fluids can do the intended job, scrub the gunk and deposits away. it being an older car may take 2 or 3 thorough flushes, or take it to a place like firestone for a good, strong, powerful 'backflush'...
