Question about 2004 Ford Taurus
Car starts right up, even outside at -20. Idles very low and roughly. As long as I keep giving it gas, it stays running. When is park, after a few minutes, the idle often drops so low it dies. Gas mileage has decreased steadily. Occasionally, when at a stop with my foot on the brake, it will shake, surge forward then die. Sometimes slow to accelerate after sitting at a stop light. For the most part, runs fine while on the highway, but idle drops as long as I come to an exit ramp and will often die as I am waiting to turn. You can hear the engine surging while in park
Sometimes that's caused by a vacuum leak near the manifold area.
Sometimes air in the coolant will cause an idle problem. Air will keep the air temp sensor from sending proper info.
Hope this helps.

When is last time you had a tune up?

SOURCE: wont stay running idle surges
Please tell me what you have already done. It could be a vacuum leak, idle control solenoid, fuel, in need of a complete tune-up, or some other issue. You may want to state what you have already done or replaced. How has the maintenance been on it and since its an older vehicle? You may want to preform a compression test.

this is your problem:
Here are the most common causes of surges, stalls at stops, low erratic idle speed, rough idle and engine hesitation (and other problems), it is in most cases the idle speed control air-bypass valve and or throttle valve and upper intake, these area's get full of gunk and combustion residue over the miles and cause idle issues (stalls, low idle) like yours, Get a can of intake cleaner from any local parts store, not carb spray, intake cleaner, it is made by a company called CRC, remove the air intake hose to the engine, hold the idle high so the engine won't stall, then spray the can of cleaner into the intake while keeping the engine running, use at least 1/2 the can, shut down the engine and disconnect the battery for 5 minutes, then restart and complete a number of mixed driving cycles, town, freeway, stop and go etc., after a few days the problem will go away as the system will relearn to the clean intake

Sounds like a bad IAC (idle air control valve/sensor) that controls your idle when going from throttle to idle. If bad your idle will act crazy and can cause stalls easily. Pretty sure that's it.
